If you want to edit or create a "Set Fields" from Web Service call, your local JVM must have access to the web proxy. That is where the JVM proxy setting comes into play. Of course this is counter-intuitive because the client on which the Admin tool is installed will not transfer any data, and for it to work the server also must have access to the web proxy otherwise the filter actions itself will fail.
