Yes - there was a "hotflash" regarding Work Info records being deleted. It is listed on the documentation portion of Incident Management on BMC's site.
When you create a new record on certain forms, and create Work Info while the record is in the new (not modify) state, the Work Info record has a hidden status of ?delete.? The nightly cleanup process deletes this Work Info record. This issue does not affect Work Info records that are created when modifying the parent record. Looking into this I found: HPD:WLG:GetStatus_500 which basically says Run if HPD:WorkLog Status = "CREATE" and then basically sets the worklog status to Delete.
