Kevin, This may be a long shot. Does the user have two monitors? I have seen strange issues when dual monitors are set up with #2 on the left and #1 on the right.
In the admin tool especially I have experienced certain workflow windows only partially work if I have the Admin tool on screen #2. Move it to screen #1 or swap the screens orientation and all is well. HTH, --- John J.
