Anne, Just to get a better idea, what DO you want for the No Impact? If there are no approvals, you can create an approval process with a system approval that just "auto approves" it. In our environment, we don't even use that timing so I removed it (or you can use workflow). I also believe that if you select different timings OOB, certain workflow fires. For example, selecting Latent, prompts a note that reads that once submitted, the change will go straight from Draft to Completed. So really, we only have approvals for Emergency, Normal, and Expedited. Hope this leads you in the right direction.
