I believe that the person approving needs an AR license not an itsm based license. Just make sure that the user has a floater assigned to them and that the floater license count is not maxed.

If you get this error at create time of a record it might mean that somehow the permissions on that field 13191 must be messed up. The user might not have the required permissions to write to it. Usually this is resolved by allowing any users to submit to that field (check that check box on the permissions tab of that field). See if that is your problem..
