Is it possible that the def files contained forms that are part of a deployable application? If so...does that deployable application have any roles defined to map to groups on your server?...this is likely your culprit.

But, when I go into the admin tool and look at the form permissions, there are None in the leftmost pane. What did we do wrong or what do we need to do to be able to see permissions in this pane?
