You'll want to choose "Re-open in Current" in application preferences that is 
listed on the menu of the Incident Management Console.

In Incident Management running over AR 7.0 when I save a New Incident the 
record is immediately closed.  I need it to stay open so I can complete further 
actions, any ideas as to how I can accomplish this?
