My first guess is there is a field on the "Holding Form" that is required and is has the subject mapped to it. Add an additional Filter on the AR Email Messages Form that sets a default Subject (When Subject is NULL)

Then I have Push if 1=2, If No Request Match: Create a new Request If Any Request Match: Modify First Matching Request And then it pushes the needed fields.
