just a few quick ideas,
1. bounce the server
2. arerror.log
3. what has changed?
4. did you use migrator, or another tool recently,  can you fall back using
the back of the migration.
5. tnsping if using oracle . is that all clean and clear.
6. did someone change the env settings.
7. did someone upgrade java
8. if on unix do a last, and see who was on the box, and then get a bright
light, and some tape, and find out what the spy did.

I have not seen the issue, but at least you know someone heard the call ....
