Kurni, We ran into that same message on 6.3 ARS & mid-tier. We found that the order of field presentation from the web service didn't match what was in the WSDL and we had to get the order changed to get it working. That might be something for you to look at too.
As far as your conjecture on WSDL limitations, I am unsure. Hope this helps. The purpose is to transfer Remedy ticket with SAP category to Solman, and the Solman update the status back to Remedy after the ticket is resolved in Solman. I can simulate both web service processes using SOAP UI application. Using BMC Remedy Developer Studio, I can access the Solman WSDL with all the processes and attribute on that WSDL. So filter with Web service set field action can be successfully created.
