There are environments where Changeable is prefered over Locked such as maybe 
an ISP Servicedesk where ownership of tickets does not make too much sense..

I have not really had any problems when I swapped between modes.

One thing you may want to look into before locking the submit mode is ownership 
of auto created tickets. Just in case these need to be modified by a control 
group that assumes creation ownership, if the Submitter of auto created ticket 
is the user that created the ticket, you may want to revise that to a user 
other than that used by the auto creation mechanism..

Subject: Submitter Mode

I would like to change from Submitter Mode=Changeable to Submitter Mode 
=Locked.  From searching the archives and reading the previous discussions on 
this I get the impression that as long as I do not have workflow attempting to 
modify the submitter field that I should be ok. 

Does anyone know of any other concerns I should be aware of?

Also, are there any issues with switching between the two modes? I know it 
requires a restart, but if we change and have an issue (or just want to go back 
for whatever reason), are there any issues with swapping back?

If it works the way I understand it, why would you ever want to run in 
Changeable mode? It seems the Locked mode offers so much more versatility in 
licensing.
