What really are you doing? An install? Or an upgrade on an already existing ARS system? If you are upgrading, at what point of the upgrade does this upgrade fail? Any upgrade logs? If it is a fresh install any install logs? While it may be fun to dig the install logs on a fresh install, it may save you time by just blowing up the DB and reinstalling again. Make sure you have sufficient resources both on the OS as well as on the DB, as fresh installs usually fail with errors like that if the resources are discounted especially on the DB.
