I just completed the 7.5 install after two months of working with BMC Support on getting an installer that works. Seems that when the installer is converting some of the code to import forms it puts a carriage return in instead of a line feed (or vice versa) so it actually cuts off a letter 'b' and thus fails. This issue will be addressed in 7.5 p5 as patch 4 is already being compiled, but you should be able to get a corrected installer if you call.
