That is essentially correct, but individuals can do it themselves by updating their own notification preferences from their profile in the People form. If you give yourself Notification Admin permissions, you could probably also do it for them. Being Administrator is not enough - it looks like it actively checks to see if you have Notification Admin permissions and disables the button if you don't.
