Tim,

Build a statistic form..

When an incident is created, workflow to look up the statistic form, and if
a record for that customer does not exist, it creates a record, and the
second part of the workflow, to set that statistic form with a total count
of incidents that were raised for that customer.. Use a direct SQL to get
that count..

Build a web service against this form, to retrieve the most current count..
