Hi Lourdes; How did you install the Mid tier? (Deploy from a WAR file or using installer) Some circumstances When Mid Tier it's installed instead of deployed this kind of things happen (I don't know why BMC Style suppose).
Maybe you'll need to look forward tomcat logs and the help installer ones, to find out, what exactly does the installer try to do. Try this; disable portmapper and let only TCPPORT 9000 for ARS, I've been seeing a lot of crazy things working with ports and Tomcat with Windows.
