If I remember correctly I just created the email in the sys:notification messages form, then duplicated the 2 filters that were attached to another message with minor adjustments for the tag info. They should show up in the notification list in the user profile so they can opt out. But it has been a while, and I can't find the documentation at the moment. Need to get myself organized... :\
