Ah ... You are wanting to consume a web service inside Remedy. You can use any number of tools to create web services (Perl, .NET, Java, ...), it all depends on your level of programming. Before anyone could try to give you any advice, we would probably need to know what type of system you are wanting to create the service for.
Once you have the service created it is then a simple matter of doing a Filter Set Fields action to have Remedy consume that service. First, in order to have a Remedy hosted web service you have to have a Remedy Mid-Tier running on a web server. Do you have that? To create the service all you have to do is to open the admin tool. Right click on the form you wish to read/update, and choose Create Web Service. Pick the Operation you want to do (Get, Set, Create), map the inbound fields, and the outbound fields.
