I think I've isolated this to Crystal Reports. I think my user(s) were trying to save Crystal Reports to file...is this just not possible?

If they specify "File" they get a " Report Error " message. I don't see any active link errors...it just hangs on action 3 of ActiveLink: RRC:SPO:FixNULL_000 action 3 ARACTOpenReportWindow($-6$, $490001100$, , New, 9, [object Object], 0, 1, , [object Object],null,null,RRC:SPO:RunReportbtn_100, 3, [Timestamp=1179353972]) I'm sure I'm just missing a configuration point, perhaps in the user preferences? But I don't see it.
