Have you tried giving that user the Incident Submitter permission?

I have a support person that can not create a incident ticket.  He gets the 
error message below.  He is not a member of either of the two groups but is 
just trying to create an incident and send it to the group.  I have check his 
permission and he does have Incident User which should allow him to create 
incidents for other groups.   Others on his team are able to create tickets.
        I search the list and found nothing on this error.  Goolge had one one 
answer and it did not apply.   I deleted his account and recreated it but no 
luck.

You do not have the authority to modify incident, """INC000000001235""". You 
must be a member or an associate member of either the owner group 
(SERVICE_DESK) or the assigned group (TREASURY). (ARERR 1291018)
