I haven't had it happen on dialog boxes specifically, but I have seen similar 
issues.  (i.e.  I have multiple apps open in XP, (like Excel and ARS User). I 
do a File Open and choose a form to open in the User tool. Windows will put the 
Excel app on top of Remedy and until I go to some other app and come back to 
Remedy the form I opened will not display.)

It seems to happen when I have multiple copies of the User tool open.

I wonder if this is something to do with the specific version/patch of the 
ARS or the OS type of the client?

I have used XP for the most part over the past few years and recently 
switched to Windows 7, and have personally not seen this issue where a 
second dialog window opened from within a dialog goes behind the first.. 
They have opened in the front and allowed me to have control on it right 
away.

As a workaround in your case, try a Gain Focus action on the first field you 
want focus on, on window open and see if that forces the window to the 
foreground.
