Michael,
I recently experienced a Crystal Reports issue that might be close to what 
you're experiencing. I was installing clean a licensed copy of Crystal Reports 
2008 and discovered that the program was unresponsive and in some cases would 
not open at all. Granted, it wasn't the server edition but the non working 
screens you described made me throw this out as a possibility.
I discovered after some digging on the internet that the RTM version is totally 
un-patched and it wasn't until after I applied manually SP1 and SP3 that my 
issues magically disappeared. Again, this may not be your problem but I didn't 
expect it to be mine either. Here is the site I got the service packs from;

For compatibility-matrix reasons, we decided to do an upgrade from
Crystal Server XI to Crystal Server 2008 (which sounds odd).  Anyway,
after install, none of the configuration pages work (404 errors).  We
figure it could be permissions-related, considering the "Dept of
Defense" environment.  But since everything worked with CRSXI, and
nothing else changed, and it was an in-place and upgrade, we're baffled.
