We are attempting to upgrade to 7.6.0.3 and are having ARS startup problems. 
Raise a case with support which appears to be getting nowhere fast.
We are wondering if anyone else has had similar problems and if they found a
solution.

Our setup (dev system)
- old server - ARS 7.5p4 (server & email, fb, and user tool), Win 2003R2,
Oracle 10gR2 (32bit). Midtier is on a HPUX 11i box
- new server - ARS 7.6.03 (server, email, FB, User and Alerts and midtier),
Win2003R2, Oracle 11g (64bit)

On new server build we did the following:
1. Installed  75p4 - all appears to work.
2. Dropped all schema objects and imported schema (Oracle import)  from old
server, all appears to work. 
3. Installed 7.6, doing a upgrade install. Install took quite a long time to
complete. Installer hung on "starting ARS service" for a good portion of
this time untill the installed it came back stating install successfull.

Tried to access ARS, but it fails as the ARS service is still "starting"
according to the windows services.  Looking at the errror log file  - the
services was restarted about 30+ times during the 76 install.

A reboot of the box did not fix the startup issue.

As another test - dropped and unstalled ARS then reinstalled 75p4 -  again
all was good
Installed 7.603 as an upgrade - all appeared was good and ARS started.

Again on a fresh install of 7.6, dropped all schema objects , and imported
our old 7.5 schema
I don't recall if ARS started in this setup but in order to reinstall 76 to
update the schema we had to copy our old 7.5 servers ars.cfg to it to get
the upgrade option in the 76 installer. The results were the same as our
first upgrade attempt - no good.

Tried to start ARS with debug = 17 - which did not reveal anything.

I also had a look at some of the schema tables, comparing a fresh 7.6
install with our "upgraded" 7.5p4 schema. In 7.6 tables there are several
tables with new columns (some with row values) that did not get created into
our old 75 tables.  There are also a few new tables that don't exist in our
"upgraded" 7.5 schema. Should these new columns and tables been created in
our 7.5 upgrade?

This is a new dev system that we need to out in place luckly we still have
our old system. For our production box however, this will be an inplace
upgrade which, based on these results is very disconcerting.

Any thoughts?
