Not specifically related to SSL, no.  I *suspect* that our problem is related to the way our load balancer routes traffic to the midtier pools, which may be a unique case.  Working with BMC to debug the beast, and I will try to remember to bring you up to speed when we get to a solution...

Another thing to try is stop Tomcat and clear the contents of the PluginsCache directory (C:\Program Files\BMC Software\ARSystem\midtier\PluginsCache by default) and start Tomcat.

We have seen this error too. Our configurations may not be the same (ours is unusual, load balancers and firewalls and such).  Are you running SSL on the mid-tier(s)?
