I'm not sure that would help.  The users need to be able to change the 
attachments, I just need to be able to see that it changed, and make note of 
it.  If I'm missing something in your explanation, please elaborate.  Thanks!

What if you disabled all but the Add button, and made the actual attachments 
read only except for Submits?  That would provide an audit trail of versions of 
the attachments.
