Seems like arserverd is not able to locate the dependent modules - You need to set LIBPATH correctly so as to ensure that ARServer is able to locate the dependent modules correctly.
The missing file should be located under $ORACLE_HOME/lib32 or $ORACLE_HOME/lib64 depending on the configuration. Correctly add the path in which the specified file is present to LIBPATH, maintaining the existing values as is - usually appending to the existing path does the trick. And unfortunately our installing team forgot the password given while ARS installation, so now ARS is not coming up due to password conflict.
