A 'motorized blue wheelchair' on the screen would need to be reviewed for
section 508 compliance.

Assuming it's on the web and not within the user tool (or flash within the
web), at a minimum it would fail 1194.22(j) if it's animated (being
motorized) and possibly (c) if the 'blue' signified anything.  As an image
it also requires a text equivalent.  Hopefully, you're not looking to make
a multi-media presentation on it as it would need 'synchronized captions'
and 'audio equivalent'.
