Assuming it's on the web and not within the user tool (or flash within the web), at a minimum it would fail 1194.22(j) if it's animated (being motorized) and possibly (c) if the 'blue' signified anything. As an image it also requires a text equivalent. Hopefully, you're not looking to make a multi-media presentation on it as it would need 'synchronized captions' and 'audio equivalent'.
