I got the same basic info from Doug. In his message he states:
Note, if the file doesn't exist, just create an empty text file with this name (arsystem.tag) in that directory (the one where the armonitor config file resides) with permissions for read by the user running AR server (and write for whoever would run an install of apps) and that should clear the note message.
