I only use the flush cache button in the midtier admin console and the changes 
for my overlays show up fairly quickly. In the user tool I have to usually 
re-login to get those changes to show up (in 7.1 I never had to).

Using the Sync Cache option seems to crash the midtier, so we have stopped 
using it.
