So when you paste the WSDL URL in your web browser you get an access permission 
error?    
   http://{WebServerName}/arsys/WSDL/public/{ArsServer}/{WebServiceName}

I simply deleted a web service that was already there, and added another one 
(with the same name) directly from the form.  I refreshed the cache, I copy and 
pasted the WSDL link from the old Web Service to the new one.  I even restarted 
the Tomcat services.

But we are still getting "You have no access permissions" to the web service.

I checked the base from in the Midtier, I can get to it no problem and also 
from the User Tool.

Where else can I check this?  The WSDL is public.  It was public before and it 
was working.  

Should I name this new Web Service something different?  

The old one is gone.
