Error 9200 usually means that the Permissions on the Web service itself have 
been lost (or changed)

I hate to put it this way, but you have checked the permissions tab on the web 
service itself?  
Try deleting public from the service and re-adding it.  Then flushing the 
Mid-Tier cache.

Yes, when I paste it to my browser, when I click on the View button in the Web 
Service, and when my developer tries to get to it though his .net code.

What's weird is that we were able to do it before....

So when you paste the WSDL URL in your web browser you get an access permission 
error?    
   http://{WebServerName}/arsys/WSDL/public/{ArsServer}/{WebServiceName}

I simply deleted a web service that was already there, and added another one 
(with the same name) directly from the form.  I refreshed the cache, I copy and 
pasted the WSDL link from the old Web Service to the new one.  I even restarted 
the Tomcat services.

But we are still getting "You have no access permissions" to the web service.

I checked the base from in the Midtier, I can get to it no problem and also 
from the User Tool.

Where else can I check this?  The WSDL is public.  It was public before and it 
was working.  

Should I name this new Web Service something different?  

The old one is gone.
