You have to turn off Assignments in your application / rules form and then open Foundation / Configure Assignment. If the Assignment Engine is on in the application rules then it will ignore the Configure Assignment mappings.

My understanding this is associated to the Assignment engine but don't know if its possible to tell the assignment engine to direct assign the request to a user, eiter i don't know where to configure this.
