NO The User Tool was created 20 years ago -- when you were sitting right on top of the database.
The world has moved a long way since then. Business needs apps that are "drop dead easy, and flawless"... The User tool has so much "auto stuff" in it (copy to new, clear all fields, etc...) - that routinely breaks workflow or is minimally a distraction to the user.
