Your interpretation is correct. License review screen shows users connected to that specific server even if it is part of a servergroup. So basically you add users across all servers, that gives you the count of total users connected to your arsystem. However there is a possibility that some users could connect concurrently to multiple arservers at the same time, in that case they show up in each server, so there is a slight chance of counting same user more than once.
