Look at the IIS and SiteMinder logs. See if it is blocking the request. SiteMinder had some crude XSS checkers built into it's agent that don't work well with Remedy in the past. Maybe their agent has come a long way since the last time I had to deal with the issue, but the agent used to block requests that contained either < or > in the GET or POST. This precluded most things Remedy from working.
