Of-course, many people and much software have updated records using the API. BMC for example uses the API in the User Tool, in the mid-tier, in its ITSM processes such as the Recon engine, etc.
In fact, it may be quite difficult to modify records without the API J Meta-Update modifies records with the API and runs on the server as well as clients.
