Hi, I guess you can put it in as system default home-page.
Or you can update the users AR System User Preference record to point to that home-page. Or you can have the enter the system via an URL that points to the Requester Console instead of going to http://midtierserver/arsys/. If they already have http://midtierserver/ as entry page, you very likely have a redirect in there already that switches the users to http://midtierserver/arsys/.
