Something else I'd look at is browser security settings, because that can result in problems that only an individual user experiences. I don't have any specific recommendations beyond making sure SSL 2.0 is enabled, but maybe compare security settings between a machine where this action works and the machine where it doesn't. Then change the one where it doesn't work to match the one where it does and see what you get.
