Christie,

Put the following line into the email header:

Importance: high

You can do that by hijacking the Organization field in the notify action
(or any others - I chose organization because we don't use it for anything
else).  Put a carriage return, then "Importance: high" in that field.  The
CR is there to start a new line in the header, and the purpose of text
should be clear.

Hopefully that is enough to go on, but let me know if you have any other
