Remove the user licenses for Infrastructure Change. The users will not have to option to get to that console from the Home Page

I've tried to "delete" entry points in Incident form (HPD:Help Desk) and Incident management console, but in the Home page, the entries are unmodified. I think deleting entry points keeps the forms "hidden" in Home Page, but I don't know what's the way. Could someone help me please?.
