There is a world of difference between mobile phones and cell phones. Mobile hones in the 1950's and 60's were essentially a pair of one-way radios that had a base station connected to the POTS network. We had those behemoths in the 'States too, with a rack of equipment about the size of a suitcase installed in the auto's trunk. I don't think the base stations are still around.
Cell phones are much lower power, have lots more base stations and can do a lot more than just talk :-)...
