People Templates only apply when you are creating new people.  If you are 
setting up people who already exist, you can't apply a template.  
Unfortunately, without the ability to customize, you're going to have a tough 
time getting past this one.

Create some sort of a staging form for adding new users and create workflow 
there to create entries required in the CTM:People Permissions Group.



The OTB filters on that form will take care of the rest.

Hi, is there a way to use some kind of 'Template' when creating new team 
members in support groups? To manually add application permissions, companies 
and functional roles takes a lot of time. Just create a basic profile, then 
manually add special permissions.
