It is not part of the Mid Tier installer. The configuration of Tomcat via the installer is minimal. You will need to configure Tomcat SSL after the Mid Tier installer. BMC ships Tomcat as a convenience for getting Mid Tier up and running quickly but is not a BMC product. Personally I always install Tomcat from http://tomcat.apache.org/ before installing Mid Tier.
There are a number of resources on the web regarding configuring Tomcat for SSL. Here is a document that talks about a few SSL/encryption details: Remedy 8 - Digital Certificates<https://communities.bmc.com/community/bmcdn/bmc_it_service_support/blog/2013/03/13/remedy-8--digital-certificates> It doesn't talk about Tomcat but many of the concepts are the same and some of the command examples might be useful. Give configuring SSL by using some of the resources on the web.
