Hi, I would go for a single staging form. The number of web services itself would not be a concern. On the staging form, you would have to be very careful about how you name and group all the common filters into guides (checkings values, fetching or evaluating mandatory fields ...), and separate them from all the module specific workflow. But I think you have much to gain with this solution compared to the development of 3 separate staging forms. Also, you won't have to duplicate all the utility workflow like archiving, error handling, maybe a configuration form & an admin console ...
