This is similar to the 'sync search database' feature, which was not smart enough to self examine itself. It could have been quite simple to build some kind of logic into the process, wherein if the expected results did not change, and the process had not reached its completion, for a significant period of time, that the process could have been designed to reset itself with a result of failure being reported to the user instead of leaving the user to guess whether or not it has completed or not.
