Check armonitor.log, do you see arserver or any other process is dying?
What is the Cache-Mode set to ? Set it to 0 if not already set for Production box. I hope that you are not using the same box for 7604 which you have used for 6.3, as it takes more memory and CPU, so check you are not running out of memory. Also for running ARServer being slow, enable sql/api logging and analyze them via log analyzer to see if there are any long running api's going on? Other possibility , also check at the db level, if your DBA is seeing some type of locks?
