This worked.  I set the Web Toolbar to "Visible."  It was set at hidden
before.  Interesting........  I can no see all the menu items in the
MidTier.  Thanks!

Update the 'Web Toolbar' attribute to 'shown' on the View for
RE:Job_Run.  Save and flush the cache on midtier.  Menu toolbar should
be visible now.
