Girish, thanks for the info. It sounds like you are describing ITSM/Mid-tier, and I have neither. Passing the qualification to the Open Window action is exactly where I'm getting confused. Maybe there's a function or keyword that I'm missing that tells the AL to open the report for the selected records?
