You might be right. I haven't seen what it might be using over the past few years - though I am almost sure at one point despite the availability of ALTER TABLE in Oracle, it still did that whole table replacement thingy.

For newer versions of oracle and sqlserver the system uses direct alter table commands. It does not copy the entire table anymore.
