Daniel is correct To Modify Passwords in a Modify All Select change the password to a space and delete the space before hitting save
i.e. Select your records, do Modify All, select the password field, hit space, backspace, then save. If this does not work with a Modify-All, it would seem to be a bug. Which version and which client are you using? You might create a display-only-field named ClearPassword with a Yes choise. Then create a filter to clear the password filed when this field is set in a Modify-transaction.
